Hello, I'm Richard Ager. Welcome to NH Outlook. On Thursday, Democrat John Lynch officially began his fourth term as New Hampshire's governor. That's an historic achievement, but so is the size of the opposition he faces in a Republican-dominated House and Senate. We'll hear from leading Republicans later in the program but first, highlights of the Governor's Inauguration. 1: WELCOME SENATOR BRAGDON AND SPEAKER O'BRIEN. YOU'VE JUST COME FROM THE RECEIVING LINE WITH THE GOVERNOR - IS THIS GOING TO BE THE AMICABLE HIGHLIGHT OF THE YEAR? 2: YOUR RESPONSE TO THE GOVERNOR'S ADDRESS? 3: SPEAKER O'BRIEN - YOUR MAJORITY LEADER DAVID BETTENCOURT LAID OUT THE MOST IMPORTANT CHANGES IN HOUSE RULES FOR THIS SESSION. AMONG THEM - AN ATTEMPT TO CURB THE RULE-MAKING ABILITY OF STATE AGENCIES. HE SAID "GONE ARE THE DAYS AGENCIES MAKE LAW." WHAT'S BEEN THE PROBLEM YOU'RE TRYING TO ADDRESS? 4: ANOTHER RULE CHANGE - OVERWHELMINGLY APPROVED - IS THE RIGHT FOR MEMBERS TO CARRY CONCEALED WEAPONS. THEY'RE NOT ALLOWED IN COURTS - AND THIS IS THE GENERAL COURT - WHY ALLOW THEM HERE? STEVE SHURTLEFF - A FORMER U.S. MARSHALL AND A DEMOCRAT - CALLED THIS A BAD IDEA. YOUR DEPUTY MAJORITY LEADER SHAWN JASPER SAID IF VISITING CHILDREN ON THEIR GRADE 4 TOURS CATCH SIGHT OF A CONCEALED WEAPON, "THEY SHOULD UNDERSTAND THAT IS SOMETHING TO BE PROUD OF." 5: SENATOR BRAGDON, THIS IS A HOUSE RULE - ANY SENATE POSITION ON CARRYING WEAPONS IN THE STATE HOUSE? YOU'VE SAID MANY TIMES THE MESSAGE VOTERS SENT WAS FISCAL RESPONSIBILTY - WHERE DOES THIS FIT IN WITH THAT MESSAGE? 6: A BROAD QUESTION - WHAT DO YOU THINK THE PEOPLE OF NEW HAMPSHIRE - THE 45% WHO VOTED - WANT YOU TO DO? 7: SPEAKER O'BRIEN - YOU HAVE ANNOUNCED THAT THE NUMBER ONE BILL - LITERALLY - WILL BE THE REVENUE BILL. WHY NOT ESTABLISH WHAT THE NEEDS ARE FIRST? THE GOVERNOR BRINGS OUT HIS BUDGET FIRST - WHAT ARE YOUR EXPECTATIONS OF THAT? ARE YOU WORKING WITH HIM TO TRY TO MAKE SURE YOUR BUDGET IS NOT EXTREMELY DIVERGENT FROM HIS? WOULD THAT MATTER? 8: ARE THERE OTHER DIFFERENCES PLANNED IN HOW YOU ARRIVE AT A BUDGET? I KNOW YOU'VE STARTED WITH LEGISLATIVE EXPENSES - ANYTHING ELSE THAT YOU WOULD PARTICULARLY TARGET? WITH WHAT MANY CALL VETO-PROOF MAJORITIES, DOES IT MATTER WHAT THE GOVERNOR PROPOSES? ON TO OTHER TOPICS… 9: SENATOR BRAGDON - THE SENATE HAS A NUMBER OF BILLS READY TO GO - INCLUDING SB 17. THIS CONCERNS MEDICAL INJURY CASES - AND WHEN THINGS GO WRONG, WOULD MAKE A CAREGIVER'S "APOLOGY…SYMPATHY, COMMISERATION, CONDOLENCE, COMPASSION…. INADMISSIBLE AS EVIDENCE OF AN ADMISSION OF LIABILITY. 10: WHAT ABOUT EXPANDED GAMBLING? MAINE HAS JUST APPROVED A CASINO- WHAT ABOUT NEW HAMPSHIRE? 11: THERE ARE BILLS AIMED AT SOCIAL ISSUES INCLUDING 3 REPEALING SAME -SEX MARRIAGE. ANOTHER TO REQUIRE PARENTAL NOTIFICATION BEFORE AN UNDERAGE ABORTION. HOW UNIFIED IS THE REPUBLICAN CAUCUS ON THESE ISSUES? WILL YOU DECLARE THEM ISSUES OF INDIVIDUAL CONSCIENCE? DO YOU THINK YOU'RE VETO-PROOF? 12: PENSION FUNDS FOR PUBLIC SECTOR WORKERS ARE UNDERFUNDED BY MORE THAN 40%. HOW DO YOU PLAN TO FIX THAT? IS THIS SENATE EVERGREEN BILL A START - PREVENT AUTOMATIC EXTENSIONS OF PUBLIC SERVICE CONTRACTS WHEN TALKS BREAK DOWN. 13: WILL WE GET ANOTHER CONSTITUTIONAL AMENDMENT ABOUT TARGETTING EDUCATION AID? AND IF WE DO - AND IT FAILS, WILL YOU SWEAR THAT'S THE LAST TIME? 14: PREDICTIONS FOR THIS TERM? SENATOR BRAGDON, SPEAKER O'BRIEN, THANK YOU AND GOOD LUCK WITH THE SESSION. |
